Regulation and Setting of Technical Emission Standards The section: ü develops
regulatory and methodological guidelines for the emission inventory and
regulation, as well as for setting of maximum permissible emissions standards
and temporary agreed emission standards (MPE and TAE standards); ü develops and
approves methods for the calculation of pollutant emissions released into
atmosphere by various productions; ü develops the
methodology for setting of technical emission standards (TES) and examines
draft TES for various productions; ü carries out
expert calculations in order to identify the emission impact level on
atmospheric air pollution with a help of the software based on the OND-86
method and method for the determination of annual average concentrations; ü carries out the
accounting of emissions generated by road transport at highways and the
long-term assessment of emissions generated by motor transport flows; ü carries out the
estimation of background atmospheric pollution within cities and industrials
hubs; ü develops draft
MPE standards for existing enterprises, as well as subsections
"Atmospheric air protection against pollution" of the pre-design
and design documentation for the construction of new or modification of existing
installations; ü carries out the
testing of a software designed to work on the basis of guidance documents in
the field of air protection (calculation methods, inventory methods, emission
regulation and control methods); ü carries out the
emission evaluation for specific sources (mining, blasting operations, open
vapor surfaces of the industrial and household effluents etc.); ü carries out the
impact assessment on atmospheric air quality from pollutant emissions using
results of summary calculations; ü provides the
methodological support to the territorial bodies of the Russian Federal
Service for Ecological, Technical and Atomic Supervision regarding
arrangement and performing of summary calculations of the atmospheric
pollution caused by industrial and road transport emissions; ü carries out
further development of the methodology for summary calculations regarding the
atmospheric pollution caused by industrial and road transport emissions; ü
provides a counselling assistance and methodological guidance to the users
of natural resources, regulatory bodies and agencies in the field of

recommendations for setting of environmental standards regarding atmospheric
air quality at the territory of the subjects of the Russian Federation where
it is necessary to protect natural ecosystems, natural landscapes and natural
complexes; ü develops sections
– “environmental protection” and “environmental impact assessment” - to be
included into a design documentation for a construction or modification of
buildings and structures; ü carries out the
expert analysis of a design documentation; ü carries out the
development and gets an approval from environmental bodies of the draft
standards for maximum permissible emissions (MPE) of pollutant substances
into the atmosphere, for various enterprises that use natural resources, as
well as obtains permits on harmful atmospheric emissions; ü carries out the
development and gets an approval from environmental bodies of the draft waste
generation standards and waste disposal limits (WGDLB), for various
enterprises that use natural resources, as well as obtains waste disposal
limits; ü prolongs permits
on atmospheric pollutant emissions and waste disposal limits; ü carries out the
development, preparation and gets an approval from environmental bodies of
hazardous waste passports and validates waste hazard classes. ü develops the
process procedures for the construction waste disposal; ü develops the
validation documentation regarding collection, use, processing,
transportation and disposal of hazardous wastes; ü prepares
technical reports on control of atmospheric pollutant emissions; ü carries out the
fees assessment concerning use of natural resources including preparation of
explanatory note, fees assessment and procurement of its approval from
environmental bodies. ü develops projects
regarding the establishment or reduction of sanitary protection zones; ü carries out the
impact assessment of enterprise activities including identification of the areas
of influence on vegetation and other ecosystem components; ü develops a
territorial environmental monitoring system; ü provides the
counseling assistance and information support in the field of atmospheric air
protection and hazardous waste management to enterprises that use natural

Emissions The laboratory: ü
develops the methodology for analytical control of
atmospheric pollution sources; ü
carries out the analysis and approves the experimental analytical
methods designed for the calculation of pollutant concentrations in
atmospheric emissions; ü prepares and
maintains the List of Methods for Calculation of Pollutant
Concentrations in Industrial Atmospheric Emissions; ü
provides the counseling assistance and information
support regarding analytical control of emissions to the territorial bodies
of the Russian Federal Service for Ecological, Technical and Atomic
Supervision, as well as to various enterprises and agencies. The experts of
this section work in close collaboration with the leading development centres
for methods, instruments and equipment designed for the control of industrial
atmospheric emissions, as well as with the chief institute of the Federal
Agency for Technical Regulation and Metrology - FSUE “VNIIM named after D.I.

mobile sources at the territories of the subjects of the Russian Federation; ü collects,
processes and compiles the data on atmospheric pollutant emissions and their
sources (stationary and mobile) at the territory of the Russian Federation; ü publishes annual
reports on atmospheric pollutant emissions within cities and regions of the
Russian Federation; ü carries out
studies to ensure compliance with the obligations of the Russian Federation
under the international agreements on pollutant emission reductions; ü prepares annual
reports on compliance with the obligations of the Russian Federation under
the international Conventions in the field of atmospheric air pollution, as
well as develops proposals on the Russia's position regarding Protocols to Conventions; ü maintains the
database “List and Codes of Air Pollutants”; ü provides
informational materials regarding accounting of the data on atmospheric
pollutant emissions, their analysis and compilation including the data on
codes of air pollutants and sanitary standards; ü carries out the
systematic supervision over the activity of the territorial bodies of the
Russian Federal Service for Ecological, Technical and Atomic Supervision
regarding accounting and compilation of the data on atmospheric pollutant
